The cleanest way would be Photoshop, using a selection and a blending layer, I would think.

we had black bathwater the other day for a shoot , we put some black water colour paint into the bath , didnt stain any clothes or anything

I have perfected a recipie, but its for an outstanding shoot idea that i have not got round to yet ... When i have shot the image i'll be happy to share the formular ... until then, my lips are sealed ...

Try black food colouring or paint from the Early Learning Centre generally stuff made for children is non toxic, designed to be safe if a 4 year old tries to eat it & genarally will wash out.
The last thing you want is a model getting a skin rash from using the stuff.

Natalie can testify to the ELC paint to be safe

There is no "Unsuck" filter in Photoshop

Using Black BIN LINERS and Black PVC Tape to tape the liners to the level just below the water level will give you the effect of Black water without any colourings, paints, dyes, etc...

Garden waste sacks for GREEN

Recycle sacks for ORANGE

I've even seen RED ones, but can't remember what they are for :-)

I'd try black treacle or some kind of molass derivative watered down a bit. That's what I planned to do when I was going for one of these shots, never happened which was a tad annoying. Though I was going for very thick gloopy water, so may not applicable here.

I find the quickest and cheapest method of getting black bathwater is to insert a 12 year old boy - one of which can be made available at a very reasonable cost
